I personally think you should too, because it won't "add" anything to the game except what you're already using an exploit or console command for and a mod is safer in the long run that using a console command or exploit.
I'm doing my first playthrough of the game and it seems like if you add any mod what-so-ever that you don't get any achievements, and I heard there are a lot of achievement jokes around the game, so that is also another reason for why I want to avoid mods at least until my second playthrough, but I will try the droping and storing weapons thingy.
True mods disable achievements but ironically there is another mod the re-enables them. But ya try the weapon trick, it’s the only one I know as I have not used any console commands on workbenches.
Build stuff in your settlement until it gets into the yellow and then drop anything scrappable on the floor and scrap it and watch the settlement build size go into the green again eventually.
If you scrap enough that its got to the point you have max build size then start building again until its got back to yellow then repeat by scrapping manually again...
Heavily modded weapons are best for this but everything works that you can scrap.
Scraping does not increase total build limit, which is what OP is looking for.
Maybe weapons do but that's a much more inefficient way of doing what I suggested, why scrap them when you can just store them and achieve the same effect? You can only scrap an item once.
It decreases the build limit you have used, which realistically increases your build limit.
I see your point though about how the OP worded what he wanted.
I've just had less bugs happen with the scrap method instead of actual increase build size method..
Some peeps get bugs others dont, I was one that did.
No mods... Besides, I use console "disable" function to delete most rubble (and bodies and molerat holes) I want to.

Didn't seem to work by dropping apparel instead of weapons.
I'll test with weapons later (I don't really carry a lot of them) but seems like its not gonna do much for me =/
Does no one know of a console editable parameter that can fix this?
Like some sort of "Setav xyz" besides 349 and 34b that also limits and might still be affecting me?

GREAT mod, do need to be very careful what you select to Scrap though!!!
setav 34A sets the value of maximum value of the DRAW CELL BUDGET
this is what you are missing
so the scrap things method (unless you decide to use a mod that will work for changing the size) works better for that particular workshop.
34A actually shows you how much you have at that very moment. I haven't tested it yet, but I believe changing its value might happen one of 3 possibilities
-Either nothing happens as it is gonna check again and correct your alteration
-It is gonna stay that way until you add one more item, which would mean you have to alter the data after adding every single item to your building
-Crash
I was really hoping someone new of some other hidden limiting parameter that is console editable and limits those items =(
The weapon drop method works well. I used it for a long time. Exit build mode, open inventory and drop weapons one-at-a-time. Then go back into build mode and scrap the weapons. This does work with other items, like armor, but weapons work best by far.
Mods are the very best way to do this though.
