I think you only need to complete Rocket's Red Glare equivilent for Minuteman.

Nope, the wiki says Nuclear Option and destroy the Prydwen. Oddly enough the wiki has no vendor listed for Minuteman....

There's no need for a Minuteman vendor, since vertibird signal grenades spawn for free in both the Sanctuary workbench and in the armory at the Castle (inside the same unscrappable yellow box as flares and artillery smoke grenades).
