Need help as stuck on far harbour quest

Hey there,
So i was doing my first playthrough of far harbour and i got to the last part of the ques tthe way life should be. However no matter which path i take (determine the fate of Acadia) either telling the far harbour residents or going to acadia and telling DiMA everyone gets stuck around a circle in far harbour after the part where alan lee i think trys to shoot Avary. Everyone crouches down but then nothing happens and they all just stand back up and i cant interact with any of them and i cant progress anything. Does anyone know how to fix this? thanks

That may be a bug... you may have to eliminate Acadia or the submarine to complete. On my go through, I did not do anything like that, (left everyone live) and at the harbor.. they were all like you said... in a circle and could not converse with them... (all busy??). I left Far Harbor that way and considered me finished then.

Try going back to the Commonwealth, and then coming back to FH. Sometimes this fixes bugs like this. I had this circle of non-speakers much earlier in the DLC, travelling fixed it.

Scroll to the bottom to bugs and it has a console command to fix the problem
