Same thing, if you download a texture replacement from Nexus and set it active in your mod manager. Skin will get automatically replaced.
These sort of things are just texture replacements. There is nothing complex in them.
I do not know about Atom Shop. I do not play Fallout 76. Seeing that FO76 was built from FO4 and uses the same engine, I would believe that it works exactly the same way. The purchased skin that was selected active will change the PB texture automatically.
Most "paint" systems are actually just texture replacements in FO4. Like PB, you download the texture replacement mod you want and set it active in game. It will automatically replace the armor/clothing texture. Same applies to ground and building textures.
I do not know if FO76 has included different system. In principle, they should just be texture replacements, but BGS might have added workshop system to replace them for immersion. Someone playing FO76 has to reply to that.

Really? That must be very recent. I believe my previous game was just one update away from current runtime. Previously workbench didn't even detect PB.
I need to get back to the game and see what they have changed.
