Spectacle Island Overpopulation?
Why can't I send more than 2 settlers to Spectacle Island?

You need the settlement to have beds for everyone you want to send there. Possibly also food/water/defences.

ROFLMAO, I knwo you are trying to help and it is cute and nice but...

It is a giant neon sign with the "I have no clue how settlements work" on it.

The limit of 2 makes no sense because your lowest population limit is 11 settlers.

The one possibility I know is someonetimes units in route to a settlement have a population count error. For example buying brahmin from Kelly, Dogs from Gene, and settlers you rescued in random encounters. However I have never seen it occur transferring settlers.

The other possibility is your scripting is backed up and the processing of the extras are extremely delayed.

Now does Spectacle Island appear on the list to transfer to?
Is it greyed out (as if you dont have the charisma)?
Are the two settlers from "Clearing the Way"?

Now the other ♥♥♥♥♥♥ thing about that island is units get lost going there. It can literally takes a week or two in game before they actually reach the island. I love that Sim Settlements Town Meeting Gavel, lol.

If you're trying to move the named settlers that come with a settlement (like the two at 10 Pines or Oberland Station or the 5 in Sactuatry) - they can't be moved (unless you use console commands to change that).

Otherwise, if you have already reached your pop cap at that settlement (CHA+10 in the vanilla game) I believe it won't let you move settlers into an area if it will bring that settlement above that limit. Workarounds are:

Temporarily increase your CHA with chems/clothing

Console commands

Mods.

Spectacle Island is a terrible settlement place. The Island sets on two cells, So You're gonna have issues like what You're experiancing. Especially with trying to set up Power lines through it. On my old playthrough I was trying to create 3 mini villages on it but I ended up having to build them seperate power stations because the cells kept messing the power flow up.

As KrayToast mentioned, I think it's the powerlines not powering up your recruitment radio. I had a similar issue with it, I moved my water purifiers and recruitment radio near the default spawn point with a large generator (I gave up on trying to use the boat), that solved most of my problems with the area.

It's still horrible if that place gets attacked, I end up running all over the island trying to find the attackers.

It's so embarrassing I'm not going to talk about it. But I now have 4 settlers there, and more on the way. This is the ideal spot to set up a fortress. I have defences there over 150 already, and I just got started. Eventually I will have a fortress with an indoor pool, but I will NEVER need more than one provisioner. He's a man, but all the settlers are good looking women from other settlements, sent there after passing all my strict requirements.

It's not so much that it has separate cells (many settlements do), but that it's so large that cells at one end might not remain loaded while you're in cells at the other end (you can even sometimes see the old long-distance terrain with trees when you've stripped the island bare of them).

Actually more like 24 cells.

Sanctuary has 4 cells and Abernathy is six with 2x3 layout to give you a comparison. The game typically loads the cells in a 3x3 or 5x5 area around you unless you forced it higher in your ini or are using the UOFP mod.

Recruiting beacon has nothing to do with transferring settlers.

I was using the Q command. It was allowing me to send them anywhere EXCEPT the two areas that already had provisioners. No laughing.

I assume Q is the keyboard key for supply line instead of move settler. Well you coudl have blamed your INI file for reassigning keys...
