covenant first time arriving and everyone is hostile?

what is going on i need help am currently at "form ranks" mission and when i arrived at covenant to recruit more settlers everyone is hostile i really want to complete human error pls help

This same problem has happened to me. The first time I entered Covenant I was immediately attacked. I have not been to Covenant before; I am at Level 54 and still have not started the main quest; I have not sided with any faction; I have mods loaded such as Outcasts and Remnants, Alternate Start, Nuka World, and Far Harbor,. The only thing I can think of is after completing the the main quest of Far Harbor the game has tagged me as a synth supporter.

If you enter Covenant without passing the SAFE test, everyone is immediately hostile. Also, 2018 was a pretty good year

I love covenant. I can enter Covenant but only after passing the test at the gate, after that I can go in and out. But in recent reincarnations, I leave Covenant alone until I have a decent sniper rifle and take out the gate man. Then I walk away and go 'elsewhere' to get rid of the Covenant baddies. From that point on I am public enemy No 1. If you had visited the 'other location' and killed them, Covenant becomes automatically hostile.

The gate to Covenant was open and the guy at the gate was inside. I went in to talk with him fully expecting to be given the SAFE test but instead he yelled something about me ruining everything and then everyone attacked me.

Poor fools never stood a chance.

well after a few hours further of playtime, i just randomly decided to try again to gain entry to Covenent, previously no one would come out but now finally this Swanson guy walked out so i can get stuff going woohoo
