My guess if you are not constantly returning to NW 7.62 will be quite scarce.
I agree, those guns are somewhat bland. Try downloading, say, the Defense Gun mod. Should get more mileage out of pipe guns - and satisfy all of your PPSh lust.
Adds into the level lists so Raiders will wield the various versions of the Handmade Rifle.
Not seen such enemies use the Radium Rifle, Wester Revolver and Lever Action Rifle so far however.
Anyways, said weapons and their respective unique ammo types (7.62mm & .45-70 gov't) will also be available to purchase from vendors.

7.62x25 or 7.62x39 or 7.62x51 or 7.62x54r
Only one of those is a .308 equivilent, And its never specified in F4 which length the 7.62 is.
There are valid reasons for the two calibers.
Same with .223 and 5.56 in real life.
Besides, The game has far worse glaring inconsistencies:

Combat shotgun and the rifle are pretty much the same meshes and textures in game.
It literally looks they were originally one gun with plenty of mod attachments, That were branched into two seperate weapons.
I honestly feel vanilla rifles and shotguns were lacking.
Those will last the whole game with no problems, unless you find the king of weapons, a wounding gun of some sort that really just makes the game way to easy on any difficulty.
I have been using this one instead.

And robot repair kits are just magic wands!
Either way, once I was able to overcome chem addiction, I found that no matter what weapon I chose, I was able to have a good time.
Thanks Ilja, It's on my list for later.
