Lighting/ Texture bug. Need help!

So, after spending the past couple days updating, installing.. etc these mods, I have had this weird texture glitch as seen in these pictures: https://imgur.com/a/BE8YHc9
The bug seems to be linked to my mouse movement and position of the mouse. This problem only persists on roads and outdoor concrete and some indoor dirt textures. Mostly I have a darker patch in the middle of my screen and sometimes the shadow/texture will move with the mouse as seen in the night time pictures which were taken with a power armor headlamp on and off. Also, the day time certain angles make it really dark and certain angles make it lighter.
I haven't seen anything like this anywhere before. I have tried unstinalling every mod, but the one I'm having the most trouble with is grafix, mainly that disabling it crashes my game, even when starting a new game. Im a newbie when it comes to modding so I don't really know how to fix this myself. After extensive amount of messing with my inifiles, i just deleted them, let them go back to default, and setup for modding again after I was done.
