Assaultron line I don't understand
So I've build my own Assaultron and from time to time she will say this line:

''Kilo, India, Lima, Lima!''

Is this a reference to something? Or some kind of military thing?

It's the International Radiotelephony Spelling Alphabet used by NASA, the military, etc.

This is NATO phoenetic alphabet. It's used to ensure spoken messages can be transmitted without misunderstanding. In this instance the assaulted on is simply stating "kill".

I always got the impression the Fallout universe had it's own NATO alphabet. There are various other points in the game where you hear people use words different than the usual Whiskey Tango Foxtrot Lima Oscar Lima etc. However I haven't found any article anywhere acknowledging this.

Example:
"This is Scribe Haylen of Reconnaissance Squad Gladius to any unit in transmission range. Authorization Arx. Ferrum. Nine. Five."
She's reading out the radio frequency she's using at Cambridge Police Station, listed in the pipboy as AF95. However, NATO alphabet would make that "Alpha Foxtrot Niner Five." Maybe it's a BOS thing.

That could likely be the BoS modifying the alphabet over the decades, or creating their own to differentiate themselves from old military broadcasts. Which would make sense why the Assaultrons have the old world usage, having been programmed pre-war.
