You might want to get to at least level 20 unless you are playing on easy/normal.
However this quest and the one after ends "The First Act" so to speak of the main Quest.
The Quest after this one kind of runs directly into it, you can hold it between the two but it doesn't suit being held there as a certain companion turns up and waits outside a certain house for you to talk to them.
I would suggest doing some more side quests, if your only lvl 16 you've hardly done any. But like I said it's up to you.
By side quests you mean more Preston Garvey Quests ? Because the other side quests I have active seems to require higher level also...
I've done hardly any brotherhood quest, as I hesitate to join them. I'm still confused about wich factions should I join. I already completed a railroad quest that denied an institute quest (a faction I have not met yet, dont know where to meet them). I also hesitate to join the railroad...
Firstly:
I mean any side Quests and faction Quests, In all my play throughs I have at least done all 5 of the side Quests obtained from Diamond City (unless doing a BoS playthrough) before saving Valantine (let alone Getting a Clue). Also discovered and done some stuff for the BoS.... You can do the first BoS one and refuse to join after if you wish but the door is still open to you later if you wish to go back and join to do more.
Secondly:
There are no Railroad Quests at this point that deny Institute Quests and in fact there are none later on either until right at the end.. I mean the very end.
You can do Quests for all Factions up until a certain point (as said by OutsidR above) and that is way off at the momment... Not doing them will mean you miss out on alot of the game and special mods and equipment that unlocks and speciality Vendors. However if you want to Rp only giving loyalty to one Faction from when you decide that is your choice (I have done playthroughs like that to limit my characters power and level).
Well it appears that the quest Tradecraft wich I completed, render the quest Plugging a Leak unavailable.

On a side note:
when you decide to start another game, avoid getting involved with Preston and the Minutemen.
You might be surprised at what you can do with "independent" settlements without the need for supply lines.
You could go another direction, a somewhat anithetical one, and far riskier, but with potentially greater reward: Start exploring Far Harbor. At first, just explore, encountering random enemies and turning on Fast Travel points.
The enemies you encounter will be more damage-resistant than those you're accustomed to. Power Armor, the best, is absolutely required—and having a jet pack is a huge plus, enabling you to secure a vantage point out of the reach of enemies that deal out harsher damage than the ones you know.
You'll take more damage, use more resources¹, but you should also get more XP.
No matter what you decide, try to attack from stealth mode [with appropriate perks] as often as possible; you'll consistently do more damage, raising your XP stats, and don't forget to craft as much as you can—crafting gives you XP.

¹ There are resources you can garner, and weapons, not available in the Commonwealth. When you return to the mainland, you may have greater advantages over the enemies you'll now be able to trounce without breaking a sweat.
I have only the first power armor actually. All the others I've seen I left them there and I'll grab them when I'm higher level. I did not need to use power armor a lot up to now. I have 7 full fusion core and 1 at 33% and that is mostly it. I used 1 up fully early game, not knowing what I was doing. lol
I finally decided to join the railroad after completing tradecraft and I decided to complete the Call to arm mission from the Brotherhood. I leveled up after clearing the Arc Jet building. Lot of stuff to collect in-there. Looks like I will need to come back to hack that expert terminal and to collect theses institute guns I needed to left there.
I'll wait more before I go ahead with the main quests.
Lot of fun ahead. I do not have the time to play the game as much as I wish, but when I do, I'm completeley immersed in the game.
This game is awesome.
