I like opening up that Act of the game, too. It makes the world seem more alive.
That's how I did it, I munched one or two stealth boys during that fight, and I never rely on chameleon or invisibility as it screws up your PIP boy.

A good build can win at least in the tens.
Pipboy never works for me somehow, even with my sneaky character the enemies always manage to shoot me. In this fight I simply ran out the door, dropping mines behind me. Then I stood near the door to the office and started shhoting with the shotgun at the door once the mines went off so that Kellog would just run through my line of fire, unseen but dead.
I have done Far HArbor and 7th Raider Settlement in CW....
right now I am level 114 or so and haven't done far harbor or nuka world, but I have done the first half or so of the main quest line. it just didn't grab me, but the world did, so I kept exploring.
By the time I killed kellog, his 'loot' wasn't really worth taking, so I gave it to my romantic interest in-game at the time. Which makes me think level 20 is probably a good level to go see him at. level 30 was too high of a level as the encounter ended up being pretty easy since I was overleveled. I even was over burdened too since I was taking everything I found (and still do for some reason!)
