Loot Vision, includes an author provided horizon patch, but requires power armor and has no options in game.

another author added a horizon 1.2 patch for Loot Detector, but it doesn't seem to work anymore in 1.5, Loot Detector looks amazing, lots of options in MCM !

It doesn't have a horizon patch, so odds are it won't work.
I'm 0/3 in horizon so far. I believe the main issue is that horizion adds a white border around corpses & carcasses for some reason (it's a small lighting effect, more immersive I guess). The white border is so faint, it isn't visible from a distance.
Best bet is to either:
1. Get the 2nd authors horizon patch to work with the updated Loot Detector.
2. Find some way to enable power armor's targeting hud without wearing power armor, which will make Loot Vision work.
Until then, I got some tips from reddit. Reading these tips, you can imagine how much wasted time is spent looting these enemies:
So I'm looking for a mod that will give you the power armor targeting hud when you are outside of power armor and work with horizon.
Otherwise West Tek Tactical Optics would be right on your alley. I am using it with AWKCR, so I can work quite freely around objects. For example: my gas mask has targeting hud, my power armor has thermal vision and my hacked visor has both night vision and thermal vision. All can be toggled on/off from a single hotkey chem.
Mod highlights corpses for 15 minutes. It makes it quite easy to find them.
If you can't use that/those mod(s) to create combinations you want, then I can't really thing any other solution right now. It may require someone making a more specific mod.

I dismissed this because I thought you needed a nuka-cola quantum. No. You need a custom nuka-cola unstable quantum that's added via the mod. Once downing it, you get a switch that you can add to your hotbar to toggle it on/off.
It works with horizon out of the box!
Now the downsides. It highlights all friendlies blue, all enemies red, and all corpses/carcasses light yellow. Highlighting enemies red is cheating. Highlighting friendlies blue is pointless. Highlighting dead stuff light yellow is not as obvious as using pink or purple. Plus a hotbar switch means that it takes 2-3 button presses for people with controllers, but a dedicated hotkey would only be 1 button press.
It allows for HUD modules on all headgear.
It does have a perkrequirement, (2 Science i think). Then you can install a Module, and in that module you can add 3 modules, enemie highlighted, allies highlighted and corpse highlighted (or either of them). -draw your weapon or crouch to activate. It's not on all the time.
It's an amazing mod on it's own. And well worth it for that feature.
I've got mine applied to Mama Murphy's earrings and I use it alongside WestTek, The thermal / targeting mode in that mod has a similar function but i don't like to use that in daytime.
It does require crafting (science 3) equipable non consumable misc items, and ideally hotkeying them- 1 each to toggle corpse highlight (which fades after looting), enemy/friendly highlight, nightvision, and 1 that toggles all. All the colors can be switched around with a holotape. I think Help hightech will show the id.
It's works almost perfectly. Onlly problem I've experienced is that corpse highlighting very occasionally does not fade after looting, and a handful of corpses that never despawn, like the site where you first encounter Ada, are always highlighted.
I'm using version 1.2.1. Haven't bothered with 1.3 because it works fine and the only change is MCM support.
BTW, I've never associated any problems like crashes with this mod... in fact I've played *many* hrs of this game, the vast majority using this, and the # of hard crashes/hangs can't be much more than a couple dozen, and most of those are the stupid VATS freeze hang.
Really cool that AKWCR has added something like this though it seems less flexible than having everything toggleable with a hotkey.
Edit: Forgot to mention you craft one "kit" for non power armor and one for power armor, and you equip it *on the power armor same as cores and armor pieces.
