Did you see the other stuff you can build? Like a damn Fusion Core Reactor? Yeah that makes much more sense. Beside, you get the base schematics from Virgil. With a bit of intelligence you should be able to make sense of them yourself without a damn Sturges or anything. Unless you are a Idiot Savant, lol.

I think that Betsheda already eneded contracts voice actors of main game like institute, so recording something about raider end was out of question....
And still, I can think that Preston wont like siding raiders.....
300 Player has agreed to work with at least one faction to build the Signal Interceptor
320 Give building supplies for platform
350 Give building supplies for teleporter/power
375 One-Shot Music and Sounds for Powering Up the Signal Interceptor
400 Signal Interceptor is completed with at least one faction
500 Player ready to teleport on platform - use to condition teleport scenes
600 Give player holotape
700 Teleporter starts shaking, full FX
1000 Player uses the Signal Interceptor, queue next quest
At the very least you would need to use the console setstage command on the quest for the stages in sequence.
SetStage MQ206 500
SetStage MQ206 600
SetStage MQ206 1000
To get inside the institute without siding with a faction however the only ending you could have that would work (without using console commands) would be joining the institute.
You may need to use the quest id B1752 in place of MQ206 not sure why but sometimes the editor id will work other times it wants the form id
