Very handy for plots like Starlight Drive-In and gives you more room.
Not really a good idea, as it also affects areas past the workshop. And in some areas can cause major issues (vault 88 for example)
Vault 88 has multiple building bounds and the command only works with the one you're currently in.
It's a radius command, it's why you can use it at the corner of some settlements and get items from world spots around them added (or in some cases duplicates of things that shouldn't be... like 2 copies of the hello honey tape)
It is Extremely Advised to Never Ever use that command.
i know this is an old post but thought id add my comment do not use the scrapall at any settlemennt at all it removes the workbench to the settlement i learnt this the hard way it scraps liturally everything
You can't pick up the workbench, but you can move it with modpos x/y/z ###
You might be able to move it with a rug glitch, but I haven't tried. Modpos definitely works on the workbench. I usually move it in all of my settlements, once I get something built, and put the teleport rug near it. You can adjust the orientation of the workbench with setangle z [0 to 359] or setangle z -[0 to 359]
Any number will work, but obviously you are just spinning it around in a circle.
You can also move walls around with setangle, but it will rotate around the center of the square that it is attached to. It's good for moving stubborn walls into place.
it's the mod "scrap everything" that caused me endless grief and crashes to desktop.
scrapping is boring, and doesn't get you XP or advance the game.
For best results use a mod that not only cleans up every settlements but also redo the "precombines/previs" so it makes it good to use.

what's with my attraction for the dead?
wait so i can put the workbench outside the settlement boarder damn it if i knew thats why it was removing it id have kept my old save
i just tried this and it still removes the workbench so not sure what they have done in the update bui scrapall now removes the workbench no matter where you place it
Why do you think most people use mods to scrap stuff (like raze my settlement) as those limits what can get scrapped at all.
The "scrapall" command is a debug command for the developers, not a comfort tool for the players.
Scrapeall!
Grind up a pig, put it in a can,
Scrapeall!
Yes I am the Scrapeall man!
Think I'll have another can!
Grind up a pig, put it in a can,
SCRAPEALL
