One reason to use robots is you can exceed your settlement cap on the number of settlers, they don't need food/water (so the settlement doesn't need those items and reduces chances of it being attacked), and they don't impact happiness like assigning settlers to run the supply routes.

1 provisioner per settlement is always the best choice. Keep in mind that you will have to prioritize the defense of central hub(s) and appear there to defend them. Loosing the central hub for low happiness would otherwise cut all trade routes connected to it.
I am using Hubs, but I never have provisioners coming coming from there to subs, except temporarily, when starting to build another settlement. Central hubs form main routes between other hubs.
For example:
Red Rocket > Starlight Drive-in
Sanctuary > Red Rocket
Abernathy > Red Rocket
Sunshine Tidings > Red Rocket
Nuka World > Red Rocket
Starlight Drive-in > Bunker Hill
Tenpines Bluff > Starlight
Outpost Zimonja > Starlight
Graygarden > Starlight
Etc.
i send ghouls in pimped combat armor mostly (up to heavy depending on there route) and with armor weave stained army clothes, equiped with automatic AP modded rifles with usable legendary effects that give them a legup or automatic plasma rifles. as scope reflex lens because i learned by watching that npc ever fire from the hip, so each other scope is useless for them. as second weapon a plasma grenade vs clumps of enemys.
So far I quite like the sound of A>B B>C C>D route with robot provisioners.
I may I need to rethink how my settlers are equipped if they never shoot from the hip.
and my choise for plasma as grenade slot weapon is simply because it packs a big punch and has nearly no enemys where it is useles against, there are nades that more effective in dmg, but mostly thsi types have also enemy types where the provisioner can do no dmg with it. and i forget to mentation that the torso armor of my provisioners ever get the sealed mod, so they dont blow themself up when they use the nades on eneyms to near to them.
for the robot provisioner thing: i send Codsworth, Ada and the Robobrain out as provisioners, codsworth as pimped mister handy with 2 Gatling laser arms and fully build on extra energy dmg, the other 2 with robo brain heaths, gatling lasers and shoulder grenade launchers, on robobrain wheels. compared to living provisioners the make short work of any enemys in record times, but the resouce cost to bring them up to this is horrible.
