Also fallout 4 sold 12 million units on day one so I doubt that 18 million is correct.
Especially as bethesda has said that fallout 4 is the best selling game of theirs outselling even skyrim and that game sold around 20 million back in 2014.

But the PC has 1000? times more games available than for all consoles combined. And creating for a PC is cheaper than for console+PC. Indies and small studios can do PC but not console.

Actually indies and small studios are getting onto consoles now. They have their own marketplaces now for them.. and it's actually simpler to code for the consoles as the hardware factor is eliminated (as in the infinite number of possible PC configurations)

The amount of gamers in the world has reached 1.8 billion, with 1.2 billion gamers playing on PC.
Also, the profit margin on Steam is pretty low. The big studios can probably negotiate a better deal but Steam normally takes a 30% cut. I cant find info on the cut xbox and playstation take.

that's a lot more than 100 percent.
Not to mention other markets are more profitable than the PC. Both others and consoles.
