I thought, I couldn't go to NukaWorld in this life.
Had this on both my old and new gpu and it fixes itself after i exit to menu and load any save.

This sadly doesn't seem to fix that. Would love to fix this pernamently but eh it doesn't happen often and is easy to workaround
It's the fallout4.ini in which I added the line (in case anyone's wondering).
idk how to describe but "world goes down.. a bit" :D i mean, the ground.. it moves down.. about 5-10 cm.. it happens when you have too much playtime.. like 50 or something.
how can i tell? because i see some objects become embedded, and some trashes become half invisible etc. earth goes down :P
Adding to my "C:\Users\%username%\Documents\My Games\Fallout4\Fallout4.ini" solved the flickering issue.
