That wont solve it, The game will still have internet access independent of steams settings. Block the game in the firewall or disconnect internet completely are the only two options.
I was just in another thread and the OP claimed the same outcome, Are you on windows 7 by chance?
Well, if disconnecting the cable fixes it, Then it isn't being blocked properly in the firewall settings.

It doesnt block it because fallout4.exe connects to the internet directly, Traffic is not managed by steam in any way.
I believe if you keep steam offline permanently it will never update the client or the games, I know client checks for updates when you launch it, Not sure about games, But if you set steam to offline and never close it, Nothing should update.
Yes, Both games suffer the same issue.
If not then perhaps the simplest way ouside of unpluging the network would be to select to disable your network card in windows hardware settings thus cutting off the entire computer from the network.
In windows 10 you would simply as an administrator account right click on the menu icon usually lower left pick device manager, network adaptors, select the one your internet connects through right click on it and select disable. renabled the same way only slecting enable instead.
usually in windows 10 the adaptor used will be the only one that does not say miniport in its name.
