Actual Random Encounter? Or mod?

I just finished up the Mechanist and when I went back the the commeonwealth, there were two children (Natalie and Ayden), admiring a man in a suit of P.A., named "PowerMan". Pretty standard dialog and ambient chatter between the three. Kinda funny. I've never seen this one. So, I know I haven't seen all of the random encounters yet. But, I don't recall thhis one being one of them. Does anybody know if this is vanilla or a mod? Either way, I don't care. If it's part of a mod, then it is very well done! My guess is it's part of a mod. But, I don't recall any of them having random encounters like this listed in their descriptions.

On a side note I also found a cafe around the corner from the mechanists lair with three named NPCs and one of them was recruitable to send to a settlement. I forgot which mod this was, but I think it's attatched to the Nuka Breaker melee weapon mod (Part of a merged melee weapon pack). This was also well written.

gotta love mods! I've run into a few surprises that I forgot that I added as well! Usually the ones that you have to go out of your way to find.

If anyone else has seen either of these, let me know. and yeah, I know I could have looked it up. I just wanted to post this little gem so others can find it in game, if they want.

Ahhh! Thank you! I forgot I had it. I think I added it for the radio station, even though I rarely listen to it. I mainly listen to Red Rocket Radio Bop, for the Christopher Walken impressionist. I guess I knew that Tales from the Commonwealth had NPCs, but I didn't read into it too far, as to not spoil anything for myself. I guess it worked!

Thanx for the warning. It must be bad, considering Bobcat does a bad bobcat impression. . .
