As for the wiki, my guess would be that the main listing is reporting the true base statistics of the weapon, while the specific .44 pistol page is reporting statistics for the lowest or most common form you actually find in-game, which has its action points modified by both a "snubnose barrel" (-0.15) and "standard grip" (-0.1). That would be right for turning its base 35 AP into 26.25 AP as the wiki reports.
If the pistol has a "standard barrel" instead, that doesn't reduce the action point cost as much, which would be why you'd be seeing it use 28 AP.
From my understanding at this moment it appears the game is relaying the wrong numbers on the stats side of the weapon mods. E.g if you scroll over a new weapon mod it will show to the left it adds +6 Value or something but it is actually wrong according to the CK. So say the value of the standard barrel (The base mod) is 99 it says it adds +6 (now 105 value) if I scroll over the Bull Barrel. So I check the Bull Barrel in xedit and it says MUL + ADD 0.100000 for Value. So if I were to do that calculation 99 x 0.10 = 9.9 99 + 9.9 = 108.9. That means that the value is 108.9 and not the 105 the game says it is. I have also heard that a few other things are not correctly displayed in game a few perks or something doing higher damage but anyways wouldn't be surprised since it is bugthesda.
For example, a .44 pistol (value 85) with a "standard receiver" (0.025), "standard barrel" (0.1), "standard grip" (0.025), and "standard sights" (0.025) has a value of 85 adjusted MUL+ADD by 0.175 (the total of all its part modifiers). I'm not sure of exactly how the calculation of the MUL+ADD puts everything together, but that gives us 99.875 which is approximately what you see in-game.
If we put a bull barrel (0.15) on instead of the standard barrel (0.1), we've changed that total modifier to 0.225 (since the new barrel modifier is 0.05 higher than the old one), so it now has a value of 85 adjusted MUL+ADD by 0.225 to give 104.125 which is again approximately what you see in-game.
