Preston won't talk to me to continue Molecular Level
So got the quest Molecular Level up to the point where you talk to virgil and he tells you to get help. I want to have the Minutemen build the relay, but Preston won't talk to me about the relay. Just about random other things on how he is doing and such. The quest marker is on his head, but the quest is broken. I also tried talking to Sturges, but that doesn't help either.

Even tried to talk to Railroad, get the plans and then reset the quest to talk to the minutemen by killing the entire Railroad. No sigar. Preston doesn't progress the quest. This questline is completely and utterly busted. And I don't really want to let the Railroad or Brotherhood build the damn thing.

How far have you gone with the MM?
Preston won't usually get involved with Molecular Level until at least you've taken back the Fort and have established several settlements for him at his request (and I think it's a minimum of at least 3). When that's satisfied, he'll bring up the conversation about the relay to you.
As far as Preston is concerned, settlers are his priority. Building the relay isn't as important until he's "satisfied" about settlements.

The castle has been taken and rebuilt and Old Guns has also been completed. He doesn't ask for anymore settlement help. I think I did 5 for him or so. I have 9 settlements in total. when I talk to him all I can do is ask him how he's doing and then he's all happy. His affinity is around 800 at this moment. I can try doing more settlement quests. I think I have a few open.

I wanted to retry the entire quest, but it's a long one and I did the Robot one in between so I'd lose about 7-8 hours of game play time and that's just a bit much.

If you're not running any mods, I suspect it's a minor overlooked detail that will trigger this conversation.
I cannot say with any certainty what detail it is since I don't recall running into this issue you're having. I'm sorry I can't be of any more help than that.
If worse comes to worse, and I know you dislike the idea, rolling back to a previous save might give the opportunity for it to run.

I'm running a whole lot of mods, but nothing to do with Preston. Mostly aestetic ones.

You could force it with console commands, but the problem with that is it might screw with the rest of the chain considering the first one did not trigger properly.

This will flag the optionals to talk to the three factions.

Did you start NukaWorld by chance?

I did not start NukaWorld, nor Far Harbor. Only did the robot one. Don't know what your command is supposed to do. The quest ID for the Molecular Level is MQ206 and not b1752. I checked b1752, whatever that is, and it is already set at 200.

I've also tried CompleteAllObjectives MQ206 which checks all the boxes for this quest, but doesn't allow it to continue to the next stage. SetStage does absolutely nothing in this quest. Tried all of them, even with subIDs that are not listed on the wiki. ResetQuest just breaks the entire thing.

1. The b1752 is the id number. It is even shown in the wiki page I linked you.
2. The setstage command was already at stage 200 of the quest chain.
3. Completeallobjectives is not a good fix because it skips anything where you are given a choice.

After using the setstage 200 you should have been able to go talk to Preston about the relay. The only thing that would have prevented that is not completing First Steps, Sanctuary, or being in the middle of Nukaworld. Other than that it would be a Minuteman mod I would look at.

Console commands do nothing for this quest. Me and others (see topic I linked) have tried before to no avail. The quest is at stage 200 already. I even went back a bit and talked to Virgil (Stage 100) and then proceeded again to stage 200 where I get the option to talk to any of the factions. This did not fix it. I tried this with Preston as a companion and not as a companion. I can talk to Railroad just fine and continue the quest there.

The only minutemen mods I have are Militarized Minutemen and Castle Fully Restored and Minutemen Radio Extended. I've tried from stage 100 with and without the mods. No difference. Once I get to stage 200 I cannot talk to Preston about building the device. Like I said the quest is busted completely for the minutemen.

First Steps, Sanctuary and such are all completed normally. Heck I even completed Old Guns already. I did not start Nukaworld so I don't know what's going on.

I think what you need is the command to force Preston to hold that conversation regarding the relay. I do not know what the command is, but I have seen people post it before. As for the conversation id# it would be in the Preston.txt file on the wiki.

You could also use your current save as a hard save, build it for the Railroad, walk in and shoot Father in the face and get banished and see if that gets the Minuteman ending fixed.

The dialogue should be 000CA966, but don't know how I can trigger that.

Yeah I saw the (setav wantstotalk 1) in another topic, but I think that is related to affinity?

Setav CA_WantsToTalk 1 is to initiate affinity dialogue.

As much as it pains me to say this, one of your mods (militarized minutemen) might be at the root of your issue.
But I say, "might" because I've seen some posts relating to issues where that mod was involved.
