Thankfully, you get the Achievement for it even if you just 'send/tell' a person to get into it, not from them actually getting into it physically (virtually).
Edit: In my case pillory works a bit too well. Those ladies are both assigned to other jobs, but they return to stand in those pillories on their own. Interesting glitch.

Have you tried holding 'e' on a Tato and holding 'r' to throw it at them?

I think iti shte Sim Settlements code doing that. Pillory "locks" people in place, so I suspect that settler getting assigned to plot directly to it causes them to return to be locked, until target object has been removed.
Reason why I have those pillories is that I tend to loose newcomers in bigger settlements. I can always call the town meeting with Sim Settlements, but that gets too crowded and troublesome, when settlements have automatrons and adorning non-romanced companions pushing their forced greetings all the time.
Pillory might be a bit crude welcome, but it does protect my my own sanity. :p
