Report a translation problem
The only guaranteed legendary enemy is remember is a sentry bot near or after the end of the Automatron dungeon. In my normal difficulty run i savescummed long enough to get an instigating gauss rifle (best weapon in the game for a sneak sniper), but even that cost me dozens of tries.
I guess I will stick with the disciples and dump the operators then...
Odds of a random legendary being a disciple blade (if you are level 40+) is 0.635%
Odds of it having the right melee ability is 1 in 31.
So overall 0.0205%
If you farm ~5000 legendaries you will have a good chance of finding one.

Hit the ~ key (to the left of the 1) on your keyboard in game and type in the following (except XX witll have to be replaced with 01 02 03 04 05 or 06. It requires some experimentation.:
player.additem xx01aabc 1
items from the DLC will have different values for XX. With me, for instance, if it's an item from Far Harbor, I have to use 03 and Nuka World uses 06.

This is a great page to look up lots on the game, including walkthroughs, but even better it has the game file ID numbers for items on their own pages.
The form ID you'll need for the instigating perk is 1f04b8
Legendary effects can be added to items through the console by following the next steps:
Drop the item on the ground.
Pick up the item in the air by holding E (how you would normally drag ragdoll and other objects around).
Open console and enter "GetPlayerGrabbedRef." This returns the RefID of the item you're holding in the air.
Take note of the returned RefID.
Look up the ModID below for the desired legendary weapon effect, note it as well.
Enter the following in the console (substitute the appropriate RefID and ModID): [RefID].amod [ModID]
For example, you would enter in something like this: f00726b.amod 001cc2ac.
The item will drop to the ground, and when you go to pick it up, you will get an overview similar to the one you get when you pick up any given legendary item for the first time.
There are a lot of combinations.
Given that most base items are junk and most abilities are junk, the odds of something you want showing up are low.
But if you just run around shooting everything you come across for long enough, you will eventually get good stuff.
