Report a translation problem
1. Are you using mods?
2. Are you using the F4SE acheivement enabler? If so are you lauching through F4SE.exe?
3. Why not go modless then just console yourself the supplies to make the cages?
Edit: I pulled the following from the wikia itself.
Only the default 15 cages are required for this achievement. The gorilla cage, which may be unavailable to players depending on story progression or quest choices, is not necessary for this achievement

Seems strange by the way, i dint even build all cages in one place and did get the achievment.. Maybe it messed up the Global Variables (witch usualy trigger stuff like that) but its hard to see how you did that - Usualy its mods messing stuff like that up
Ahh.. n/m that was with NV, i think...
Well consoling the cages in would probbaly not count. Howeveer consoling the materials to build the cages should work just fine, which is why I said to console the materials.
