Report a translation problem
I started manual mod installation, as I cant figure why vortex wont load the mods properly, a bit more than the half of the 195 mods is done...
I call it a stable minimal approach..
With around 100 mods ;) xD
Seriously, as of end oct 2018, i recomend manual installs over the use of tools.
I had used NMM (incl tested the continued community version on git) for years, but right now, for me, it/they (vortex) act too broken.

Doesnt write files to the right place or you modified the wrong one.
For me its so much simpler when the game is modded manually, As everything is in its natural state and external tools and utilities behave as expected.
There is enough things to go wrong without having to throw mod manager troubleshooting into the mix.
-My decrepit oldschool opinion.
@OP, Top directory is wrong and not one used by the game. All assets load under the folder "data".
