This is honestly the first time I've heard about this happening.
Yes there is such as thing as 'a rigged jury' but that is not the same concept as 'an apparatus that is thrown together haphazardly'.

Actually, I am pondering now...this may be on purpose, as in 200 years, some idioms will be warped slightly (like the game "Telephone Wire" where you pass along a phrase and it gets messed up)
