Standard hazmat suits are not made to inclose you in but create a negative pressure so nothing get in the suit. If you jump in water then of course you'll get wet...
That said:
... or just make yourself some cake which grant you the same skill for 30 mins?
Seriously these 2070 Hazmat suits with oxygen tanks and everything leaking because of getting wet really is to much. :)
This is a game which never been realistic about how real life concepts works, especially when it come to radiation. And you come in and you ask that the game get even less realistic in the few instances it's not mind blowing...
What? Can i get a troll speak translator please.
Yep but thats a long way away. It is an upgrade to the hazmat suit so its still good.
The no rad water breathing perk is a bug so i am ignoring that entirely.

Really Bethesda? Really?
The cakes at least need the ingredients and a crafting station and have time limits and do not provide rad immunity and even have weight. They are not to game breaking at all.
The bug/perk turns the player into a rad immune land walking fish. Alot more than 1 perk point needed at least.
In real life, the toughest hazmat suits are fully sealed and have pressurized air on the inside to keep hazards outside the suit IF it gets punctured.
