TOP should be before any other texture preofrmance mod is the basic tl:dr
take modding SLOW though! Add only one at a time, make sure nothing broke, and move on.
NMM is buggy and no longer officially supported by Nexus. They are supporting Vortex - which is still in Alpha stage. Another replacement for NMM is Mod Organizer 2 (which I am using).
If you are using NMM, then I do not recommend getting comfortable with it. Get comfortable with either Vortex or MO2 instead.
In it's current state, NMM can install break mod installations and require installing some larger projects manually, which pretty much breaks the whole reason for using a mod manager in the first place.

and the performance is not great (unstable from 60 drops to 30 ) thats why im experimenting with textures i had dlc 4k patch but everybody say its trash so im gonna remove it and try some vivid all in one
I personally use MO2, have tried vortex, but I seem to never get it to work and launch a modded title, even with following its instructions, gonna let that one stew for a bit more, but it looks very promising!
Vortex has it's faults and issues.
I would also recommend using MO2 for Creation Engine games, like Fallout 4.
However, other game types in Nexus would still mostly use Vortex as a manager, so we all might have to get comfortable with it at some point, even if we are using MO2 for Creation Engine games otherwise.
Yes. You can do this with both of them.
Vortex is closer to NMM, but still in open alpha.
MO2 is more flexible than Vortex and stable, but requires different approach to modding. It has wider learning curve.
NMM might be the most "noob friendly", but fighting with it's bugs and problems might take a fun out from modding the game.
