Which free item had carpets?
Any mod that changes the same item or system as another mod will over write it.
As for the difference in name. They seem to be 2 different mods.
Place Everywhere on the nexus is a PC only mod that uses an F4SE (script extender) plugin to function. Place Anywhere seems to be an Xbox One only mod that does mostly the same thing.

I have nearly finished the quest for the Noir Apartment. Looking forward to finally seeing it. Its a good quest.
While most mods are competently made and supported, no mods are guaranteed safe to use. Make a full backup of all of your save data before you install any new mod you wish to try, and you'll be fine.
No, I might not be fine. If the very first save I make after resizing an object has something currupted, then that will carry forward into all future saves. And may break the game after 200 more hours of gameplay. And the only way to fix is to go back to the save 200 hours ago. Just because I am paranoid does not mean that FO4 is not planning to muck me.
Thats why I like to double and triple check things. A belt and suspenders.
Don't start hyperventilating and wringing your hands at me over non-issues, please. If something breaks, you then uninstall the mod and restore to the backup you made prior to installing the mod. Everything will be fine as long as you make a full backup of your saves prior to installing the mod.
