Trashcan Carla can initially be found on the road just north of a diner as you approach Lexington from the North. After you deal with a situation at the diner, she will travel back and forth between the diner and Sanctuary.
The usual traders won't have many meds. Most non-doc caravan traders will have stimpak, though. There are a couple of dedicated medical traders, however, that you will find in your travels. Some of them are mobile caravan traders and some are residents of places. There is also one who appears at random spots.
If I may also add to clarify, in this game, "Doctors" are mostly just Settlers/People that have Medical knowledge. There are some that are literally called Doctors (eg. in Diamond City, a main city center), but most are people that sell drugs/chemicals in the game (called "Chems"). Anyone that sells those will likely sell Stimpacks (the 'healing things' in this game) and some General stores will have some (but not near as many, or medical related items as a 'doctor' or 'chem dealer'). You can even eventually build your own Stores at your Settlements, assigning a Settler to 'become a Doctor' by making them work in the "Clinic" you build, for example. [my personal Lore for this: you are telling them to 'read up/learn' medical knowledge, which they do, then work for you, heh]
You will also soon be able to make your own at Chemistry workbenches, with the right ingredients (listed). You can make your own Stimpacks and other helpful items, just with Junk/Scrap/materials that you will find/collect in the world on your travels.
As other helpful people have said, you will also run into them just running around as you travel, over time. GL
