Unfortunately lever action is not that useful of a weapon :(
But, there are several mods that bring it to the commonwealth, the way it should be!

its just another thing that bethesda overlooked, should have made the ammo available everywhere.
speaking of guns btw, I don't activate the DLC's on a new playthrough until much later, reason for this is it makes it easier to get the explosive efffect weapons on the legendary weapon pool, If you activate the DLC's early it adds to the legendary pool and makes it harder to get them

but then I realized that 'the rest of the world' doesn't really know about the theme park (post-war population) or that it is up and running (pre and post war population), so I kind of see why it is only there in NW. You can put up Stores that sell it in Raider Outposts (if you go that route) and that helps a lot but I agree that it should become more widespread [as its' usage has risen?] outside of Nuka-World, after the DLC is complete/played.

I have gotten a couple as legendaries found in the Commonwealth.
While you are indeed correct, I doubt he waited 2 years for a reply. (The reason you can get legendary versions of them anywhere is that there is only one legendary item loot list, so any legendary weapon or armor can drop in any location. Normal versions can not.)
