Removing Perks and reselecting Perks?
Finally and getting into and realised i fu*ed up and thought the top row of the perks needed to be completed fully before selecting the below as they hadn't lit up fully like top row! the below little seemed to be greyed out to me anyway!!googling hasn't helped me and have tested a few commands and mod to reset or remove perks, looks like they are for older version of the games currently nothing is working! anyone have any idea's? or tough titties basically and deal with it!
any advice would help thanks.

As for removing perks ... I don't think that's possible.

What you could do is add some perks to your list via console commands.
It's a bit of a cheat but in your case would be justified.

others would be able to advise you exactly what to do but you could find out the codes for some of the perks you would've chosen and input them ... and you'll then have that perk.
just don't go crazy ....
i maxed out the top row and it didn't mess up my game at all. It's fine.

Extensive Console commands can remove perks, but I wouldn't recommend it. Since you're new to the game maybe you don't know this but the game doesn't have a low cap like 30-50, you can level until 65,535 at which point leveling again will crash the game. You can eventually get every perk and SPECIAL maxed out.

The best thing you could do is jump back to an earlier save before you made those choices. It doesn't sound like you're that far along and I agree with @Rez Elwin, you will fill in everything you want by the time you hit level 70 anyway. Consider it a lesson learned.

You can always just start from the save the game makes when you exit the vault ... You're about to get your first perk, and you get to keep your face. Consider what you've learned and do it better this time. If you get into mods you'll be restarting often enough anyway. LOL

If you just want to grab a perk you feel you need and missed, by all means just add it.
the command is player.addperk <perk ID> you can google FO4 perks there are a few complete lists out there or just type Help "perk name" into the console and you'll get a short list. generally the lower the ID the lower the rank. If you accidently pick a higher rank you don't miss out on the lower one.

But trust me, when you start down that road you seem to always ruin it for yourself later on when you become over powered toooo early. Suck it up and press on. :)
