Have you run your load order through LOOT or FO4Edit? In this case the latter would likely be more prone to catch potential problem and warn about it.

You can do a lot of things with xEdit tools. Just running the load oder through is already a powerful method. It is more likely to catch certain issues than LOOT is, though LOOT is very capable of catching most.
Unpack the tool where you need to. I usually add the folder in to my game installation folder. Running the tool shows plugins you have installed. Make sure all are selected and just let the tool to run.
If it stops in between, then the log will show why. There might be few lines in between, but it explains what is going on.

Looks about right, maybe I need to do a clean reinstall?
Are you using Nexus Mod Manager to install your mods? It has few known bugs, whcih may cause it to install mods in incomplete state. Reinstall, or manual install might solve the problem.
There is a reason why NMM is being discarded and it is no longer officially supported by Nexus. Only reason why it is still there as "default" is because Vortex is still under alpha development.
Most people (not all) making more serious games are using Mod Organizer 2 right now. It might be worth to consider that option, if you continue facing similar problems with NMM.
Edit: Okay. What's going on? Either my keyboard is giving up, or I can't write for my life today. Might be a good idea to play instead.
