In Vanilla (no mods) most items that can recieve ballistic weave are superior even to normal armor. And there are some that let you stack ballistic weave and armor.
If you mod it the sky is the limit. I personally use the Brotherhood Battlecoat with Ballistic Weave and Marine Recon Armor on top with a assaultron helmet. It looks awesome and is probably the best armor you can get without modding NEW armor in. Granted you need to mod it to allow armor over the battlecoat or any other thing but I digress. I am pushing into power armor levels of protection from normal armor at level 67
Unless of course you play a character who does get hit a bunch, then go wild, armor up.
Yet in the later stages of the game. I am not seeing any use for anything more.
Hell with my above Marine armor and Ballistic weave Battlecoat I still took about 20% of my health in dmage from a Radscorpion that spawned behind me and hit me once and I have nearly 300 ballistic armor.
