Report a translation problem
Are you launching the game with F4SE.exe? Or are you launching the game through Steam?
Launching through Steam will not start the F4SE unless you edited your Steam files to use the F4SE.
Autoupdate not dependable => Nexus no longer supporting NMM. At all.
Only place to get NMM updates is the project's GitHub page.

A couple things.
Are you using the archive or the installer? I have heard of people having problems with the installer version. Using the archive I have never had an issue. After you download the archive, right click on it, go to Properties. In the lower right corner there may be a checkbox labled "Unblock". Check that, hit APPLY, and then OK.
Is your game in the Program Files directory structure? I have also heard of people having issues with the game located there.

Don't use NMM, use MO2 instead. I used to experience alot of issues with NMM since it is being worked on by a small group. All of my mods work better with MO2 and i don't experience any issue at all.
Knowing what your operating system is and other details would help a lot.
