Looks like they are currently random objects for sale. Crafting framework is included to mod, but I am unsure if there is a proper workbench for it in the game. I am actually trying to figure it out right now.
I will try to check that out myself today.

As far as I am aware white paint does not exist in game as an item.
According to this you should gain access to the paint scheme after the quest "Nuclear Family", after that there does not seem to be any material

Increases Intelligence with all pieces painted.
Requires: None
Finishing the game with the Institute will unlock this paintrequirements"
Try opening up the power armour crafting station with a set of X-01 and it should be in the "Materials" section.
Winterised coating seems to need: Adhesive, Aluminum and Rubber (Looked at on T-45 set, may vary in amounts on parts and other sets)

It didn't come up from the conversation, but this talk relates to AWKCR. Framework has separated paints from materials. Paints no longer have any effect in the game and require pigment/dye cans.
Materials have all the benefits. You can have STR bonus material and use the Minutemen color scheme at the same time - of course without getting CHA bonus from the MM scheme.
