I have found 2 fusions core in that area. Is it possible one of them is a random one ? There was the one reported to be in that area and there was 1 that seemed to be random loot right in the container in front ot the tatoo taboo magazine. I reloaded a game early in the area just before I pick the fusion cores to verify and looks like there was two fusion core to be found still.

Would it be due to the fact that I invested 1 point in Scrounger Perk.

If the core comes from an ammo container is a a luck/random thing.

If the core comes from a shelf, the ground, a power console, etc then that is a static spawn.

On guaranteed Fusion core in civic access is the one way in the back on the ground.

But you can find one in the Green trunk as random loot, or in any ammo container is exceptionally rare loot.

Nah, luck was one of my 100+ loads form exiting 111 was I found like 7 moltovs in the 3 ammo containrs as you exit, lol.

Scrounger doesn't spawn fusion cores.
Most likely got one from an ammo box.

Ammo box has a 1% of having a mini-nuke or fusion core. (in addition to normal ammo)
(If an ammo box has an advanced lock or better it gets extra non-ammo loot.)

The 4x ammo it normally has can be fusion cores starting at level 10.
(At level 10 it is 1.25 in 11 chance of 4 fusion cores, goes down to 1.167 in 23 by level 30.)
(Starting at level 15 you can get 4x mini-nukes 1 in 84, goes down to 1 in 138 by level 30.)

Footlockers use the same ammo list as ammo boxes, but 3x instead of 4x.
(They also get a bunch of non-ammo items.)

Trashcans/Iceboxes/Metal Boxes/Wood Crates/Suitcases have a 7.5% chance of 1 pick off of the ammo box ammo list, so 0.38% of fusion core and 0.054% of mini-nuke at level 30+.

Boss Trunks have a 9.292% chance of having a fusion core/mini-nuke and a 0.0416% chance of 2.
(Some boss trunks don't get the 2nd roll and instead have a 8.333% chance of 1 fusion core or mini-nuke. (some = 29 of the 152 trunks in base Fallout 4))

Safes have a 1% chance of a fusion core/mini-nuke.

Dufflebag (guns, not the pre-war money ones) have a 0.25% chance of fusion core/mini-nuke.


EDIT: Raider ammo boxes use a different list, 1 in 90 of 4x fusion core or mini-nuke at level 26+. Raider gun tool cases get 1x (instead of 4x) of that ammo list.
