Report a translation problem
I am having the same issue with Fallout 4, new laptop, great specs and all recent drivers. DirectX gives me the error code just like yours does.
Any luck with a fix??
Try just running this first and see if that fixes the problem.
If It didn't work go to System32 folder and delete the x3daudio1_7.dll file that was in there.
Then run the installer above and run the game.
Repeat the step that has you delete other .dll files from system32 any time you run into another issue.
C:\Program Files (x86)\Steam\steamapps\common\Steamworks Shared\_CommonRedist\DirectX\Jun2010\DXSETUP.exe

There is no sound in Fallout 4 as a result with no fix available.
Same downloads on Microsoft site aren't available
... the date on this thread. There have been too many Windows OS changes since 2018, incidentally when Shaquem Griffin got his NFL draft. He's been retired for years now.
