DirectX Problem...
So after installing Fallout 4 to my new pc, I open the launcher, try to run the game, but nothing happens. Another thing that's been happening is whenever I launch Fallout 4 or CS:GO (the only games I have installed so far) they always perform a "first time setup" attempting to download DirectX. I've tried going into the Fallout 4 folder and running the game directly without the launcer and these 2 message errors show up: "The code execution cannot proceed because X3DAudio1_7.dll was not found. Reinstalling the program may fix this problem." and the same thing except "X3DAudio 1_7.dll" is replaced with "XINPUT1_3.dll". I've also tried installing the DirectX End User Runtime thing, but whenever it tries to complete the install it pops up with an error message saying: "An internal system error occurred. Please refer to DXError.log and DirectX.log in your windows folder to determine the problem." Wanted to know if anyone knew the solution to this. Also this is installed on a hard drive seperate from everything else in my pc if that helps. Thanks!

I am having the same issue with Fallout 4, new laptop, great specs and all recent drivers. DirectX gives me the error code just like yours does.

Any luck with a fix??

Download the DirectX End-User Runtimes (June 2010) from microsoft.com (you can search for this in the support)
Try just running this first and see if that fixes the problem.
If It didn't work go to System32 folder and delete the x3daudio1_7.dll file that was in there.
Then run the installer above and run the game.

Repeat the step that has you delete other .dll files from system32 any time you run into another issue.

seems like you have file permission problem. Try running both steam and fallout 4 as admin, or start your windows as an admin acc.

I fixed this error with a brand new PC (windows 10 64 bits) by launching the directx setup in windows 7 compatibility mode

C:\Program Files (x86)\Steam\steamapps\common\Steamworks Shared\_CommonRedist\DirectX\Jun2010\DXSETUP.exe

I hope this helps!!

Jun2010\DXSETUP.exe no longer launchable on WIn10 with new images (version 22H2).

There is no sound in Fallout 4 as a result with no fix available.
Same downloads on Microsoft site aren't available

Your best bet is to check the official Microsoft github for any version of directx they have. Probably not the best advice, but definitely better than sending you to some third party site.

... the date on this thread. There have been too many Windows OS changes since 2018, incidentally when Shaquem Griffin got his NFL draft. He's been retired for years now.
