Sometimes the ballisitic weave unlock doesn't happen with Tinker Tom regardless. I haven't figured out the exact combination of states that cause this. It only seems to happen when I have several railroad quests complete and cash them all in at once.
Outside of some mod adding it the RR quest is the only way.
Console command that you change a value from 0 to 1 which then allows it.
set RailroadClothingArmorModAvailable to 1
Why anyone wants a mod to do something a console command can do I dont understand.
1) Unless modded survival mode would not allow that command to be used so it is not always an option
2) A mod could add another means of gaining the weave such as a different quest not just simply execute a command changing the variable turning it on.
Other than that yes if one simply wants to activate the weave and has access to the console to issue the command there would be no reason to use a mod for it.
If you are playing survival with mods then you are a special kind of person to be playing without the console enabled.
That is alternate quest content, not a mod to simply enable the ballistic weave.
I simply answered your question of WHY someone might want to use a mod rather than just activate it via console.

IF you do not want to use a mod and have access to the console then Bored Peon's solution in post 18 of changing that variable would fix the issue and give the ballistic weave without having to use a mod.
