Report a translation problem
You only need 1 provisioner per settlement. Each settlement connected by others from one point is connected to all the rest of them. You don't need to send them all from Sanctuary.
You can cut the supply line by assigning visiting provisioner to do something else and then assign someone from other settlement as provisioner. If you only have 1 provisioner from each settlement to another, then you don't get the maddened by pesky cows.
I use the Circuit format myself, it means atmost a settlement has 2 provisioners tied to it.
Now if I can just figure out how to bring the trader named Cricket back. She sort of got in the way when I came upon her fighting some raiders. Walked right in front of my fully upgraded automatic assault rifle as I was firing it. Poor thing didn't have time to move out of the way.
That is true, but only applies to settlement brahmins. Trader and provisioner brahmins do not use them.

I don't think provisioner brahmins do, but I am actually not 100% sure now.
