NPC's talking too fast
I have a problem where the npc's in the game talk too fast, they start one line of dialog and then start the next one while not yet finishing the first.

I know this has to do with FPS and refresh rate but the problem is that I've tried several solutions and none worked. I tried messing with the Fallout4.ini and Fallout4Prefs but that didn't work, I tried turning on VSync in NVidia control panel and setting my monitor to 60Hz (my monitor can get up to 165Hz and I also have G-sync) but that did't work as well.

Is there anything else I can try? so far anything I've tried doesn't seem to be working.

Go to your Desktop, right click the Nvidia Logo at the lower Right of your Desktop. Choose "System Settings" or whatever it is in your Language. Now go to "3D Settings" and Add Fallout.exe to your Programs or in your case just edit it:

There change "Triple Buffer" to ON.
"Max frames render ahead" to 1.
And finally "V-Sync" on.

Just v-sync wont do the job, you need to "nerv" the buffers too ;)

You need to download ENB.
Once you have it downloaded and installed, start the game (you'll see an ENB thing in the corner at load screen)
Hit your console (~), hit Shift+Enter and click the box that says FPS limiter. You need your FPS at 60 or physics in this game get trashed as well as the dialouge issues.

Now I have another problem that I don't know how to fix. I found out that capping the game to 100 fps (by setting my monitor to 100hz) is also fine and the dialog is normal, however I get major drops now, sometimes from 100 to 60 and even below that and it feels like playing the game in slow motion. I'm pretty sure the problem is not on my end since the game's settings are maxed out and I have a GTX 1080, i7 7700k @4.5Ghz and 16GB Ram, which to me seems more than enough to run the game at a constant 100 fps.

Running this game above 60 FPS will do all kinds of odd things. This has been the case with any game using the Creation Engine. You need to limit your FPS to 60.

I only managed to limit FPS by setting my monitor to the refresh rate I wanted, while in the Nvidia control panel I set VSync to on and preferred refresh rate to Application Controlled.

Is there another way to limit fps?

I have always found using an ENB and limiting FPS thorugh that works the best, at least for me.

I started encountering the same dialogue overlap issue when disabling in the in-game Settings the 2 options "Vibration" and "Controller". The issue goes away as soon as both options are enabled again.
