You must have enough food for every settler you have in a settlement. In other words, 20 settlers and 15 food is not enough.
LOL, BUZZ.
What this guy said. You need 1 food per settler. So if sanctuary has 6 people, you need 6 food.
Mellons are 0.5 food, which means you need 12 mellons and 2 workers to reach 100%.
You don't need two, only 1. Every settler can harvest enough for 6 units of food not just 6 plants. So Marcey (the default) is all you need at the start she will harvest enough for everyone.
Yep, you are right. So they will tend to 12 plots so long as they are 0.5 units.
