Wearing Military Fatigues under the Silver Shroud armor
As the title says I want to wear military fatigues under my favourite armor because I have modded the fatigues with Ballistic Fiber and I have upgraded the costume to almost the max. I have tried all the "Wear armor on top of clothing" mods but they only work when the armor in question is just armor pieces, not whole sets of armor like the silver shroud. I tried modding the shroud with ballistic armor but the option does not come up in the armor workbench, even though I have installed the mod that should make it possible.

Get armorsmith extended, you can add ballistic weave to most things including silver shroud costume.

Thats what I got but for some weird reason I still can't add ballistic weave to the silver shroud costume

I guess this is because the silver shroud costume has its own progression system.
Taken from the Fallout 4 wiki:

After the quest is finished, and if Kent Connolly survives, he will offer upgrades to the trench coat, but they may not be available until certain character levels are reached. Whenever a new upgrade is available, the Silver Shroud Radio channel will become active when the player character is around Goodneighbor and Kent will state he has a 'special delivery' for the Silver Shroud.

I think there have been other posts stating that upgrading the silver shroud costume outside of that quest breaks it preventing upgrades through the quest line. This may have been taken into acount by the mod author in some way.

Both Military Fatiques and Shrouds Set are considered clothing.

Even if you somehow get it to work it will look horrible anyway.

I reckon this can easily be done by making a simple copy of the clothing and changing a few things like class and such. In the editor I mean.

There's a certain mod that makes some clothing invisible when wearing them
