Have you got any mods that may alter spawn lists?
Anyway, enjoy them legendaries, it's a good way to get some fancy loot, like that highly coveted cavalier's rolling pin :|
Normal difficulty and no mods
for harder enemys/place i use assault rifle(110+dmg, legendary:'shoot addictional projectile), but it's coast abount 300 ammos/hour, so i use ammo factory to produce it and settlements shops
its all RNG, different experience for each player
each big group of enemys I run into has at least 1 sometimes 2
In the National Guard Training Ground, there was about 3 legendary Ghouls.
At Revere Staellite Array, there was about 5 legendary Super Mutants/Hounds, 3 of which were also boss monsters (a skull next to their healthbar)
