FO4 isn't a pure RPG per se, of course there's a scenario, quests, character progression and so on, but the focus is also on exploration, collecting stuff and of course, shooting bad guys in the face.
It's definitely not a Call of Duty though. You might want to check gameplay videos on YouTube beforehand.
Is it like COD, absolutely Not.
Is it somewhat similar in gameplay to NV, yes.
But, from reading what you've posted so far, I think you would enjoy the game if you give it a chance. The GOTY Edition is on a pretty good sale in the Steam store.
And, yeah, it can definitely be described as an RPG as well as a FPS game.

That said, the game has far more action than FONV. Still you have dialogs etc.

Then maybe at that point he should have recommended paintballing, enlisting with the real military, or getting the fnck out of the store.
But yes.... there is a certain element to Fallout 4 that is like that.... but with the added extra of collecting junk and building ghettos out of it. Since Call of Duty is basically junk, you're already halfway there.
