I'd personally leave out Solar Powered, Life Giver, and Nerd Rage and spend those on Nuclear Physicist for your rad weapons and power armor, get Demolition Expert for Nuka Grenades and mini Nukes, and keep Ghoulish for the passive heal.
And then, the most important step..
As soon as you can, go to Far Harbor, become a child of Atom, get Atom's Judgement, and begin the cleansing of the land.
Not sure if you're into mods but there are mods that support a radiation build and add content to the glowing sea.

I'm not seeing the synergy with perks that give healing, its merely giving a similar effect (that unlike Ghoulish won't heal during combat).
The exception is solar powered which, with rank 2 removes your rads over time. That definitely does have synergy with Ghoulish as it would give space to use the rapid healing Ghoulish allows for more often.
Unfortunately that healing will be gimped by the radiation resistance so the potential synergy will be lost.
Nerd Rage is similar. It has most synergy with an Irradiated man build, where high rads are maintained to allow for constant use of its bonuses, along with other high rad or low health perks and effects to make a super buffed glass cannon (a build that is a lot of fun, and is much better with Far Harbour).
A character that makes gaining rads difficult, and will have health regeneration and probably (and more importantly) natural rad healing would act against this perks activation requirements marginalising it.
Your character would be strong against radiation attacks and zones, which isn't really any different from a regular power armour user, just overall one that wasted a bunch of perk points. I wouldn't expect anything beyond that.
