Try a 1 charisma playthrough guys!
I never tried to fail every speech checks in any game before so I had a lot of fun listening to all the failed speech check responds with this 1 charisma build. If you are bored try it!

If you are using Sim Settlements - even if building manually - then you can activate alternate recruitment (if even needed) and IDEKs Logistic Station (separate download) to bypass these problems.

You don't need Local Leader to build plots. You will need the perk to build extra crafting station though, which might be a problem. There are mods to change perk requirements for workstations, or remove them entirely. I can't link any, because I haven't tested any of them myself.

IDEKs logistic station sets assigned settler as provisioner for close unclaimed IDEKs station. This might mean that you will have to drag some stuff in to another settlement manually, if you have plot costs.

If you really want to play the game with just 1 point in Charisma and still play with settlements, then these two will make it possible. If you need functional crafting stations as well, then there are indeed mods for that as well.

To be honest: 2nd rank of Local Leader is just stupid:

"You will need over medium Charisma value to build cooking stations from fire and few sticks. This is logical, we assure you." - BGS

Not trying to start an argument, but the best speech check fails I've ever seen were in FONV. Depending on how poorly your skill is compared to the check your reply gets rewritten accordingly. This can lead to hilarious outcomes.

But yes, I fully endorse a failed-speech check play -- too bad it's tied into settlements (not counting mods) or I'd play it more often. I tend to be the diplomat in many RPGs and sometimes a gun is just a better peacemaker (in games of course).

Renegade Commander Shephard has the right of it.

I hate talking my way through situation kind of play style, bored of that in many rpg. It is refreshing reading the failed checks npc responses.
