I likewise don't know of a way to directly modify the uniform's own protection value without getting some game mods, since the game's normal way to adjust items is by attaching its own armour modifications with attachment slots. "Actors", like the player character, can have direct adjustments to their protection numbers through a whole bunch of actor values, but items don't have those.
Edit-oops, didn't read that you are on console. Yeah this command is only for PC.
It grants you the basic ability to use ballistic weave in the armour workbench, but doesn't change which items have a ballistic weave slot available.
There are several mods on Nexus that do this though.
