You can't generally add things like that without modding the game; it automatically rejects any attempt to add ballistic weave to an object that doesn't have the appropriate attachment slot (the ballistic weave slot is like the ones for adding modifications to armour pieces, but is hidden, and only accepts ballistic weave). So it's not possible in the vanilla game unless there's some special game command of which I'm unaware that adds attachment slots.

I likewise don't know of a way to directly modify the uniform's own protection value without getting some game mods, since the game's normal way to adjust items is by attaching its own armour modifications with attachment slots. "Actors", like the player character, can have direct adjustments to their protection numbers through a whole bunch of actor values, but items don't have those.

Command is "set railroadclothingarmormodavailable to 1"
Edit-oops, didn't read that you are on console. Yeah this command is only for PC.

yep,but the BOS officer uniform doesent have upgrades, that means is not appearing in the workbench, and i cant edit it.It should pop up there ? (i used the command on the id of the uniform in the game by clicking on the suit, not the base id.I tried typing the id along your command but it doesent work either.

The console command Oscar mentioned looks like the one that allows you to use ballistic weave at all, an ability which you normally get by doing the relevant missions for the Railroad.

It grants you the basic ability to use ballistic weave in the armour workbench, but doesn't change which items have a ballistic weave slot available.

There's no console command to add this to an item. Its not possible to use the console to do this at all.

There are several mods on Nexus that do this though.
