This mod edits the weight values of almost every junk item in Fallout 4.
What this mod doesn't do is make most items in the Junk section weightless,
instead it edits the weight values to be more appropriate to what that item
is and, based on its model and real life counterpart, changes the weight to
be more realistic.
You can expect items such as spoons and knives to be weightless as, realistically
you would be able to hold a massive amount of spoons/knives/forks on
yourself. However other items such as bones have a huge difference,
the femur now weighs 0.6 for example and the tibia weighs 0.4.
These values are based on actual weights of an adult femur/tibia.
These two seem to cover most of what you want though most of the pc mods tend to be going the other way for junk weight making it lighter.
I do not use either of these two but the popped up when searching on nexus for what you were looking for, there are others but seem to not do what you want or not do it the right way.
I can see where you are coming from, most modders require all the dlc simply to make it easier on themselves not having to keep track of 3-4 or more versions of the same mod, just to take into account the various dlc's and whatnot.
For the weigh stuff though it may be worth while you making your own, grab one of the mods that does what you want, then go into it uisng f4edit, and change the weight values to what you want, digging around you may be able to find a version that does not require the dlc's to start with, and then as and when you do get them do the same edits for that dlc.
And getting semi real weights can be a pain I just recently noticed that weaponsmith extend makes mines and grenades 0 weight, when in vanilla they are around 0.5 per item, and I have run weaponsmith for ages and never noticed, only noticed recently as I added the grenade overhaul and saw that some grenades had 0 weight while others had 0.5 weight.
