Report a translation problem
Have you tried building one at a different settlement? See if that one works. It's not a mod conflict as I'm modless and have encountered it. Also, have you tried scrapping it and rebuilding(not storing)?
Sorry I'm not much help. I'm currently powerhousing a playthrough to finish off my trophies before I get into modding.
Not sure what's causing this issue.
I'm currently playing without mods and I'm not on survival mode.
PS: I just want to reiterate that I actually enjoyed the Slocum's Joe pack. The only problem is the vendors that don't quite work.
So, what I do is as soon as I exit the vault (or using an Alternate start mode works too) I immediately open the console and do the following commands.
tgm [This is god mode]
coc SlocumsJoeHQOffice [This takes you inside the office where the franchise kit spawns.]
Close the console and kill the raiders (this is the first reason for god mode, since you are only level 1) then loot the franchise kit (DO NOT use the loot all command, loot the franchise kit on it's own, then loot the other stuff.)
Open the console again and... coc RedRocketExt
Now, you need a settler, and if you are doing this early in the game, you don't have one so you'll need a mod to let you spawn your own settlers, I recommend "Spawnable Unique Settlers" and then, still in godmode craft a Slocum Joe's shop (it will be freely craftable sicne you are in godmode) and then assign the settler to the shop (be sure to assign them to the settlement first) and they should have inventory.
Be sure to turn of godmode, same command, tgm
Yea, this is super annoying to have to "cheat" like this to get one setup, but I found that if I don't do this, then by the time I get to the Slocum's Joe HQ by normal game play, whatever it is that breaks has already broken.
